The story follows the lead characters through their experiences as members of the Police Negotiation Cadre (PNC). The PNC is a volunteer unit of the Hong Kong police force specializing in negotiations with terrorist members, partakers of local violence, and individuals contemplating suicide. The whole series is dotted with both large and small cases handled by the story's heroes and heroines.

CHLOE and KWONG are in the same team during the training. KWONG is not serious and affects CHLOE’s performance. KWONG and CHLOE’s performance are bad. KIT announces in public that they are the worst team. CHLOE is shocked to learn that WU and KWONG are brothers. TUNG invites CHUNG to attend a gathering. Once, KWONG has made a mistake. TUNG insults KWONG in public. This insult stimulates KWONG’s pugnacity. KWONG is determined to become the best cadet. CHING is sick. TUNG cannot accompany her to see doctor as he has to attend a meeting. TUNG asks CHUNG to take care CHING.… ...

CHUNG indicated to KIT that he wants to go overseas for a flower show. KIT arranges annual leave to accompany CHUNG. CHUNG is glad. KWONG has become very positive and aggressive since TUNG scolded him. CHLOE fears TUNG terribly and her fear affects her performance. KWONG knew about CHLOE’s problem. He asks WU to help CHLOE. CHLOE visits the grave and meets KWONG and his family. CHOLE finds out that KWONG’s position at home is not as good as she thought. CHOLE eventually overcame her phobia with KWONG’s help. CHUNG and CHING rent a flat from their friend, MARY. They always meet at this flat. CHUNG felt very guilty and tries his best to hide their relation. However, CHING always wants to disclose their relationship. CHUNG is in a dilemma. CHOLE is very nervous before the examination. She again cannot perform well. Fortunately, CHOLE takes the examination smoothly with KWONG’s encouragement.
